Sorry if I’m misunderstanding, but how is France on all 3 lists? Surely by being on the first list, they are not allowed in to China at all so the inclusion on the other 2 lists is redundant?

Excellent question! Actually the three lists have different purposes and let’s use France as an example here:
      – The entry ban list related to non-Chinese nationals in France who currently hold a valid residence permit for work, family reunion or personal matters. It does not apply to those who secured a China Visa after the entry ban date.

      – The second list states that in order for those who secured a visa in France to China are required to take only direct flights and no transit flights allowed to go there. Otherwise the Chinese embassy in France wouldn’t accept the health code application.

      – Finally the third list applied to Chinese nationals residing in France and working for Chinese companies or China-funded projects. They are required to undergo a 14-day quarantine
      BEFORE travel to China
      and again on direct flights.

Actually, if you click on the country’s name in any of those lists, it will take you to the respective Chinese embassy notice issued in that regard (I should probably add a note about that, Thanks!)

I hope this answers your question, if need any follow-ups then feel free to continue on this thread.
